Requests the State Board of Elementary and Secondary Education to review and consider adopting the United States Department of Education's "Guiding Principles: A Resource Guide for Improving School Climate and Discipline" as a master plan for supporting student behavior and discipline. A RESOLUTION1 To urge and request the State Board of Elementary and Secondary Education to review and2 consider adopting the United States Department of Education's Guiding Principles:3 A Resource Guide for Improving School Climate and Discipline as a master plan for4 supporting student behavior and discipline.5 WHEREAS, while national rates of school violence have decreased, many schools6 still struggle to create a nurturing, positive, and safe environment necessary to boost student7 achievement and success; and8 WHEREAS, simply relying on suspensions and expulsions is not the answer to9 creating a safe and productive and disproportionately impacts students of color and students10 with disabilities; and11 WHEREAS, the United States Department of Education has recently released a12 resource guide to assist states, school districts, charter school operators, school staff, parents,13 students, and other stakeholders who are seeking to develop a school climate and school14 discipline policies and practices that are both locally tailored and grounded in recognized15 promising practices and research; and16 WHEREAS, the three guiding principles are to create positive climates and focus on17 prevention, develop clear, appropriate, and consistent expectations and consequences to18 SR NO. 174 SLS 14RS-1931 ORIGINAL Page 2 of 2 address disruptive student behavior, and ensure fairness, equity, and continuous1 improvement.2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana3 does hereby urge and request the State Board of Elementary and Secondary Education to4 review and consider adopting the United States Department of Education's Guiding5 Principles: A Resource Guide for Improving School Climate and Discipline as a master plan6 for supporting student behavior and discipline.7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the8 president of the State Board of Elementary and Secondary Education.9 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Alan Miller.
