SENATE RESOLUTION NO. 174
BY SENATOR BROOME 
A RESOLUTION
To urge and request the State Board of Elementary and Secondary Education to review and
consider adopting the United States Department of Education's Guiding Principles:
A Resource Guide for Improving School Climate and Discipline as a master plan for
supporting student behavior and discipline.
WHEREAS, while national rates of school violence have decreased, many schools
still struggle to create a nurturing, positive, and safe environment necessary to boost student
achievement and success; and
WHEREAS, simply relying on suspensions and expulsions is not the answer to
creating a safe and productive and disproportionately impacts students of color and students
with disabilities; and
WHEREAS, the United States Department of Education has recently released a
resource guide to assist states, school districts, charter school operators, school staff, parents,
students, and other stakeholders who are seeking to develop a school climate and school
discipline policies and practices that are both locally tailored and grounded in recognized
promising practices and research; and
WHEREAS, the three guiding principles are to create positive climates and focus on
prevention, develop clear, appropriate, and consistent expectations and consequences to
address disruptive student behavior, and ensure fairness, equity, and continuous
improvement.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the State Board of Elementary and Secondary Education to
review and consider adopting the United States Department of Education's Guiding
Principles: A Resource Guide for Improving School Climate and Discipline as a master plan
for supporting student behavior and discipline. SR NO. 174	ENROLLED

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the State Board of Elementary and Secondary Education.
