SENATE RESOLUTION NO. 183

SPECIAL DISTRICTS. Directs the French Quarter Management District to adopt bylaws
prior to the beginning of the next calendar year, but no later than January 1, 2015.
A RESOLUTION1
To direct the French Quarter Management District to adopt bylaws prior to the beginning of2
the next calendar year, but no later than January 1, 2015.3
WHEREAS, the French Quarter Management District was created by the Legislature4
of Louisiana to strengthen the French Quarter as a national historic landmark, historic5
residential district, and a vital component of Louisiana's tourism industry; and6
WHEREAS, the board of commissioners of the French Quarter Management District7
is comprised of thirteen representatives of both residents who live in the district and8
businesses that operate in the district; and9
WHEREAS, the board of commissioners has created committees and task forces to10
study and make recommendations regarding key issues facing the French Quarter11
Management District, including but not limited to security, enforcement, and infrastructure;12
and13
WHEREAS, the board of commissioners, in accordance with R.S. 25:799(C)(8),14
elects officers, including a chairman, vice chairman, secretary, and treasurer; and15
WHEREAS, the district's enabling statute authorizes the district "to adopt bylaws and16
other rules and regulations for conduct of the district's business"; and17
WHEREAS, despite this statutory authorization, the district has not adopted bylaws18 SR NO. 183

that govern its committees, task forces, and leadership selection process; and1
WHEREAS, given the important work of the board of commissioners in seeking the2
input of both residents and businesses located in the district, it is incumbent upon the board3
to adopt bylaws as authorized by law.4
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana5
does hereby direct the French Quarter Management District to adopt bylaws prior to the6
beginning of the next calendar year, but no later than January 1, 2015.7
BE IT FURTHER RESOLVED that the French Quarter Management District, prior8
to the adoption of bylaws, shall hear the concerns and wishes of all appointing entities of the9
district, including but not limited to those entities listed in R.S. 25:799(C)(1).10
BE IT FURTHER RESOLVED that the French Quarter Management District shall11
submit a written report to Senate and Governmental Affairs Committee no later than January12
1, 2015.13
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the14
board of commissioners of the French Quarter Management District.15
