SENATE RESOLUTION NO. 183

A RESOLUTION
To direct the French Quarter Management District to adopt bylaws prior to the beginning of
the next calendar year, but no later than January 1, 2015.
WHEREAS, the French Quarter Management District was created by the Legislature
of Louisiana to strengthen the French Quarter as a national historic landmark, historic
residential district, and a vital component of Louisiana's tourism industry; and
WHEREAS, the board of commissioners of the French Quarter Management District
is comprised of thirteen representatives of both residents who live in the district and
businesses that operate in the district; and
WHEREAS, the board of commissioners has created committees and task forces to
study and make recommendations regarding key issues facing the French Quarter
Management District, including but not limited to security, enforcement, and infrastructure;
and
WHEREAS, the board of commissioners, in accordance with R.S. 25:799(C)(8),
elects officers, including a chairman, vice chairman, secretary, and treasurer; and
WHEREAS, the district's enabling statute authorizes the district "to adopt bylaws and
other rules and regulations for conduct of the district's business"; and
WHEREAS, despite this statutory authorization, the district has not adopted bylaws
that govern its committees, task forces, and leadership selection process; and
WHEREAS, given the important work of the board of commissioners in seeking the
input of both residents and businesses located in the district, it is incumbent upon the board
to adopt bylaws as authorized by law.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby direct the French Quarter Management District to adopt bylaws prior to the
beginning of the next calendar year, but no later than January 1, 2015. SR NO. 183 ENROLLED

BE IT FURTHER RESOLVED that the French Quarter Management District, prior
to the adoption of bylaws, shall hear the concerns and wishes of all appointing entities of the
district, including but not limited to those entities listed in R.S. 25:799(C)(1).
BE IT FURTHER RESOLVED that the French Quarter Management District shall
submit a written report to Senate and Governmental Affairs Committee no later than January
1, 2015.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
board of commissioners of the French Quarter Management District.
