SENATE RESOLUTION NO. 203
BY SENATOR WALSWORTH 
TEACHERS. Requests the state Dept. of Education to study current procedures and
practices for providing professional development to teachers.
A RESOLUTION1
To urge and request the Department of Education to study and make recommendations2
regarding the current procedures and practices for providing professional3
development to teachers.4
WHEREAS, professional development has been defined as "the process of improving5
staff skills and competencies needed to produce outstanding educational results for6
students"; and7
WHEREAS, professional development is the primary strategy schools and school8
districts utilize to ensure that educators continue to strengthen their instructional and9
classroom management skills throughout their career; and10
WHEREAS, the most effective professional development engages teams of teachers11
who help each other learn and problem solve together to promote student success and attain12
higher professional skills; and13
WHEREAS, policy makers at the state and local level have a responsibility to14
provide meaningful opportunities for teachers to engage in continuous professional learning15
and apply that learning in a manner that increases student academic achievement; and16
WHEREAS, House Bill No. 1129 of the 2012 Regular Session sought to establish17
a framework through which to provide comprehensive professional development to teachers18 SR NO. 203

at all stages of their career; and1
WHEREAS, an examination of the state's current policies, practices, and activities2
for the provision of professional development to teachers in light of that proposed by House3
Bill No. 1129 might prove useful going forward.4
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana5
does hereby the state Department of Education to study and make recommendations6
regarding the current procedures and practices for providing professional development to7
teachers.8
BE IT FURTHER RESOLVED that the state Department of Education shall seek the9
input of the following in conducting the study:10
(1)  The Louisiana Association of Educators.11
(2)  The Louisiana Federation of Teachers.12
(3)  The Associated Professional Educators of Louisiana.13
(4)  The Louisiana School Boards Association.14
(5)  The Louisiana Association of Principals.15
(6)  The Louisiana Association of School Superintendents.16
(7)  The Council for a Better Louisiana.17
(8)  The Louisiana Association of Business and Industry.18
(9)  Stand for Children Louisiana.19
(10)  Any other education stakeholder the state superintendent of education20
wishes to include.21
BE IT FURTHER RESOLVED that the Department submit a written report of its22
findings to the Senate and House committees on education not later than March 1, 2015.23
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the24
state superintendent of education.25
