Requests study of the feasibility of establishing a statewide neighborhood watch program. A STUDY REQUEST1 To the Senate Committee on Local and Municipal Affairs to study the feasibility of2 establishing a statewide neighborhood watch program.3 WHEREAS, it is a well recognized fact that there are many efforts currently4 underway to work to coordinate criminal justice partnerships to deal with criminal activity5 in neighborhoods throughout the state of Louisiana; and6 WHEREAS, one such effort is the neighborhood watch program which has been7 replicated in Louisiana by the Louisiana Sheriff's Association from the National Sheriff's8 Association; and9 WHEREAS, this effort was designed to enlist the participation of citizens with law10 enforcement to help reduce and prevent crime; and11 WHEREAS, there is no authority in present law to address the problems of crime in12 a systematic and effective manner by promoting and expanding law enforcement agencies13 and neighborhood watch programs in implementing specific strategies for crime prevention,14 citizen involvement, and public education and training.15 THEREFORE, the Senate of the Legislature of Louisiana requests that the Senate16 Committee on Local and Municipal Affairs study all aspects of the feasibility of establishing17 a statewide neighborhood watch program; that the committee invite the Louisiana Sheriffs'18 SSR NO. 1 SLS 14RS-3678 ORIGINAL Page 2 of 2 Association to participate in the study; and that the committee deliver a written report of its1 findings to the Senate prior to the 2015 Regular Session, together with any proposals for2 legislation.3 A copy of this Study Request shall be transmitted to the Louisiana Sheriff's4 Association.5 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Michael Bell.
