Page 1 of 1 Regular Session, 2014 APPROVED SENATE STUDY REQUEST NO. 1 BY SENATOR DORSEY-COLOMB A STUDY REQUEST To the Senate Committee on Local and Municipal Affairs to study the feasibility of establishing a statewide neighborhood watch program. WHEREAS, it is a well recognized fact that there are many efforts currently underway to work to coordinate criminal justice partnerships to deal with criminal activity in neighborhoods throughout the state of Louisiana; and WHEREAS, one such effort is the neighborhood watch program which has been replicated in Louisiana by the Louisiana Sheriff's Association from the National Sheriff's Association; and WHEREAS, this effort was designed to enlist the participation of citizens with law enforcement to help reduce and prevent crime; and WHEREAS, there is no authority in present law to address the problems of crime in a systematic and effective manner by promoting and expanding law enforcement agencies and neighborhood watch programs in implementing specific strategies for crime prevention, citizen involvement, and public education and training. THEREFORE, the Senate of the Legislature of Louisiana requests that the Senate Committee on Local and Municipal Affairs study all aspects of the feasibility of establishing a statewide neighborhood watch program; that the committee invite the Louisiana Sheriffs' Association to participate in the study; and that the committee deliver a written report of its findings to the Senate prior to the 2015 Regular Session, together with any proposals for legislation. A copy of this Study Request shall be transmitted to the Louisiana Sheriff's Association.
