SENATE STUDY REQUEST NO. 2

COMMITTEE STUDIES. Requests study of the viability of requiring plastic bag recycling
programs at certain retail establishments.
A STUDY REQUEST1
To request the Senate Committee on Environmental Quality to study the viability of2
requiring plastic bag recycling programs at certain retail establishments.3
WHEREAS, Louisiana retail establishments provide plastic bags to consumers as a4
convenient mechanism to transport items from the store to a consumer's home; and5
WHEREAS, plastic bags can be recycled to create other products and the recycling6
of plastic bags is beneficial to the environment and the economy; and7
WHEREAS, plastic bag recycling should be convenient for Louisiana consumers in8
order to encourage more consumers to recycle plastic bags.9
THEREFORE, the Senate of the Legislature of Louisiana requests that the Senate10
Committee on Environmental Quality study the feasibility of requiring plastic bag recycling11
programs at certain retail establishments.12
A copy of this Study Request shall be transmitted to the secretary of the Department13
