The commissioner of administration is hereby authorized to enter into 2such agreements, covenants, conditions, and stipulations and to execute such documents as 3necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 4title, excluding mineral rights, to the property described in Section 1 of this Act, and as more 5specifically described in any such agreements entered into and documents executed by and 6between the commissioner of administration and William Marcantel and Sarah Marcantel, 7in exchange of consideration proportionate to the appraised value of the property. In the 8event that the agreement authorized by this Section is not entered into on or before 9December 31, 2018, the authorization to convey, transfer, assign, lease, or deliver any 10interest in that property pursuant to this Act shall terminate and be null and void on that date. 11 Section 3. This Act shall become effective upon signature by the governor or, if not 12signed by the governor, upon expiration of the time for bills to become law without signature 13by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 14vetoed by the governor and subsequently approved by the legislature, this Act shall become 15effective on the day following such approval.
