REGISTRARS OF VOTERS: (Constitutional Amendment) Requires the registrar of voters in each parish to be appointed for a term and authorizes the manner of appointment of the registrar to be provided by law 1 A JOINT RESOLUTION 2Proposing to amend Article XI, Section 5 of the Constitution of Louisiana, to provide that 3 the registrar of voters is appointed for a term; to provide for the term of office of the 4 registrar; to authorize the manner of appointment of the registrar to be provided by 5 law; to provide for submission of the proposed amendment to the electors; and to 6 provide for related matters. 7 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members 8elected to each house concurring, that there shall be submitted to the electors of the state of 9Louisiana, for their approval or rejection in the manner provided by law, a proposal to 10amend Article XI, Section 5 of the Constitution of Louisiana, to read as follows: 11 §5. Registrar of Voters 12 Section 5. The governing authority of each parish shall appoint a registrar 13 of voters, whose in the manner provided by law. The registrar shall be appointed for 14 a term concurrent with the term of the members of the governing authority making 15 the appointment. The compensation, removal from office for cause, bond, powers, 16 and functions of the registrar shall be provided by law. Upon qualifying as a 17 candidate for other public office, a registrar shall forfeit his office. No law shall 18 provide for the removal from office of a registrar by the appointing authority. Be it further resolved that on the official ballot to be used at the election, 5there shall be printed a proposition, upon which the electors of the state shall be permitted 6to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as 7follows: 8 Do you support an amendment to provide that the registrar of voters in each 9 parish is appointed for a term concurrent with the term of the members of the 10 parish governing authority and to provide that the manner of such 11 appointment be provided by law?
