COURTS:  Requires the supreme court to establish and maintain a website to post
information concerning certain contracts
1	AN ACT
2To enact R.S. 13:86, relative to reporting requirements for contracts entered into by certain
3 courts; to require certain courts to report information relative to any contracts entered
4 into by the court; to require the supreme court to establish and maintain a website to
5 publish contract information submitted by the courts; to provide relative to the
6 deadline for establishing a website; to provide for an effective date; and to provide
7 for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.   R.S. 13:86 is hereby enacted to read as follows: 
10 ยง86.  Contract reporting requirements
11	A.  The supreme court,  courts of appeal, district courts, family courts, and
12 juvenile courts shall report to the judicial administrator of the supreme court the
13 following information for any goods or services contracted for by the respective
14 court:
15	(1)  Contract amount.
16	(2)  A brief description of the purpose of the contract.
17	(3)  The beginning and ending dates of the contract.
18	(4)  The name of the contracting agency.
19	(5)  The name of the contractor.
20	(6)  The city and state of the principal place of business of the contractor.

1	B.  The supreme court shall direct the judicial administrator to perform the
2 following:
3	(1)  Collect and analyze the information that has been submitted by the courts
4 as required in Subsection A of this Section.
5	(2)  Establish a website where the contract information shall be published for
6 access and viewing by the public.
7	C.  The website required by Subsection B of this Section shall be operational
8 no later than January 1, 2016.  Thereafter, the contract information on the website
9 shall be updated at least annually.
10 Section 2.  This Act shall become effective upon signature by the governor or, if not
11signed by the governor, upon expiration of the time for bills to become law without signature
12by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
13vetoed by the governor and subsequently approved by the legislature, this Act shall become
14effective on the day following such approval.

Abstract: Requires certain courts to submit contract information to the supreme court for
access and viewing on a website to be established by the judicial administrator for
the supreme court.
Proposed law requires the supreme court, courts of appeal, district courts, family courts, and
juvenile courts to report to the judicial administrator of the supreme court the following
contract information as it relates to any contracts for goods or services:  amount, brief
description of the purpose, effective and termination dates, name of contracting agency and
contractor, and the city and state of the contractor's principal place of business.
Proposed law requires the judicial administrator of the supreme court to collect and analyze
the submitted contract information and publish such information on a website established
for access and viewing by the public.
Proposed law requires the website to be operational no later than Jan. 1, 2016, and to be
updated annually.
Effective upon signature of governor or lapse of time for gubernatorial action.
