[R.S. 1:13(B) and 24:177(E)] HB 32 Original 2015 Regular Session Richard Abstract: Removes the governor's authority to veto line items in an appropriation bill Present constitution provides that the governor may veto any line item in an appropriation bill. Present constitution provides that any item vetoed shall be void unless the veto is overridden as prescribed for the passage of a bill over a veto. Further the governor shall veto line items or use means provided in the bill so that total appropriations for the year shall not exceed anticipated revenues for that year. (Note: Separate constitutional provisions (Art. X, §13 and §51) protect amounts appropriated to State Civil Service, the Department of State Civil Service, and State Police Service from veto.) Proposed constitutional amendment repeals the provision authorizing the governor to veto any line item in an appropriation bill. Provides for submission of the proposed amendment to the voters at the statewide election to be held Oct. 24, 2015. (Repeals Const. Art. IV, §5(G))
