GOVERNOR/POW ERS-VETO:  (Constitutional Amendment) Removes governor's
authority to veto line items in an appropriation bill
1	A JOINT RESOLUTION
2Proposing to repeal Article IV, Section 5(G) of the Constitution of Louisiana, to remove the
3 governor's authority to veto line items in an appropriation bill; to provide for
4 submission of the proposed amendment to the electors; and to provide for related
5 matters.
6 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
7elected to each house concurring, that there shall be submitted to the electors of the state of
8Louisiana, for their approval or rejection in the manner provided by law, a proposal to repeal
9Article IV, Section 5(G) of the Constitution of Louisiana.
10 Section 2.  Be it further resolved that this proposed amendment shall be submitted
11to the electors of the state of Louisiana at the statewide election to be held on October 24,
122015.
13 Section 3.  Be it further resolved that on the official ballot to be used at the election,
14there shall be printed a proposition, upon which the electors of the state shall be permitted
15to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
16follows:
17	Do you support an amendment to remove the governor's authority to veto line
18	items in an appropriation bill? (Repeals Article IV, Section 5(G))

Abstract: Removes the governor's authority to veto line items in an appropriation bill
Present constitution provides that the governor may veto any line item in an appropriation
bill. Present constitution provides that any item vetoed shall be void unless the veto is
overridden as prescribed for the passage of a bill over a veto.  Further the governor shall veto
line items or use means provided in the bill so that total appropriations for the year shall not
exceed anticipated revenues for that year.   (Note:  Separate constitutional provisions (Art.
X,  §13 and §51) protect amounts appropriated to State Civil Service, the Department of
State Civil Service, and State Police Service from veto.) 
Proposed constitutional amendment repeals the provision authorizing the governor to veto
any line item in an appropriation bill.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Oct. 24, 2015.
