MTR VEHICLE/DRIVER LIC: Authorizes a blood type designation to be included on the
front of a person's driver's license or special identification card
1 AN ACT
2To enact R.S. 32:410(D) and R.S. 40:1321(N), relative to driver's licenses and special
3 identification cards; to provide the option for a driver to place their blood type on the
4 front of their license; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 32:410(D) is hereby enacted to read as follows:
7 §410. Form of license; photograph, signature of licensee, anatomical gift statement,
8 declaration of life-sustaining procedures, and additional information on
9 license

11 D.(1) Upon request, the license holder's blood type shall be exhibited in the
12 color black below the person's photograph on the driver's license regardless of its
13 class. No additional fee shall be charged to include such designation. The deputy
14 secretary of the Department of Public Safety and Corrections, public safety services,
15 shall promulgate, in accordance with the Administrative Procedure Act, rules and
16 regulations necessary to implement the provisions of this Subsection.
17 (2) No action taken by any person, whether private citizen or public officer
18 or employee, with regard to any driver's license displaying a blood type, shall create
19 a warranty of the reliability or accuracy of the document or electronic image, or

1 create any liability on the part of the state, or on the part of any department, office,
2 or agency of the state, or on the part of any officer, employee, or agent of the state.
3 Section 2. R.S. 40:1321(N) is hereby enacted to read as follows:
4 §1321. Special identification cards; issuance; veteran designation; university logo;
5 "I'm a Cajun" designation; fees; expiration and renewal; exceptions;
6 promulgation of rules; promotion of use; persons less than twenty-one years
7 of age; the Protect and Save our Children Program; Selective Service

10 N.(1) Upon request, the special identification card holder's blood type shall
11 be exhibited in the color black below the person's photograph on the special
12 identification card. No additional fee shall be charged to include such designation.
13 The deputy secretary of the Department of Public Safety and Corrections, public
14 safety services, shall promulgate, in accordance with the Administrative Procedure
15 Act, rules and regulations necessary to implement the provisions of this Subsection.
16 (2) No action taken by any person, whether private citizen or public officer
17 or employee, with regard to any identification card displaying a blood type, shall
18 create a warranty of the reliability or accuracy of the document or electronic image,
19 or create any liability on the part of the state, or on the part of any department, office,

the Dept. of Public Safety and Corrections, public safety services. Provides relative to
certain information to be included on the front of each.

Proposed law authorizes a blood type designation to be included on the front of a person's
driver's license or special identification card. Requires the promulgation of rules and
regulations by the Dept. of Public Safety and Corrections, public safety services.
