HOUSE BILL NO. 667

PUBLIC BLDGS/GROUNDS-ST:  Provides relative to creating energy efficiency and
savings by requiring the replacement of standard light bulbs with energy efficient
light bulbs in state buildings and the installation of solar energy equipment on state
buildings
1	AN ACT
2To enact R.S. 40:1730.49(F), (G), and (H), relative to energy efficiency in state buildings;
3 to provide for the installation of energy efficient light-emitting diode or LED bulbs
4 in state buildings; to provide for the savings generated from the installation of energy
5 efficient light-emitting diode or LED bulbs to fund state issued bonds; to authorize
6 the installation of solar energy equipment on state buildings; and to provide for
7 related matters.
8Be it enacted by the Legislature of Louisiana:
9Section 1.  R.S. 40:1730.49(F), (G), and (H) are hereby enacted to read as follows:

13	F.(1)  The office of facility planning and control of the division of
14 administration shall adopt rules and regulations providing for the installation of
15 energy efficient light-emitting diode or LED bulbs, solar energy equipment, or solar
16 energy systems in compliance with the Administrative Procedure Act, by March 1,
17 2016, which at a minimum, shall include the following:

1	(a)  Guidelines and criteria for the replacement of incandescent and
2 fluorescent bulbs in existing state buildings with more energy efficient light-emitting
3 diode or LED bulbs.
4	(b)  Guidelines and criteria for the replacement of any light fixtures in
5 existing state buildings with fixtures suitable for holding or controlling energy
6 efficient light-emitting diode or LED bulbs.
7	(c)  Guidelines and criteria for the installation of energy efficient light-
8 emitting diode or LED bulbs and fixtures into newly constructed state buildings.
9	(d)  Guidelines and criteria for the installation of solar energy equipment or
10 solar energy systems on existing state buildings and newly constructed state
11 buildings.  Such installation of solar energy equipment or solar energy systems shall
12 be performed by a licensed contractor as required by R.S. 37:2156.3.
13	(2)  Such rules and regulations shall provide a detailed method of
14 replacement; including, but not limited to, a timetable for replacing the light bulbs
15 and fixtures or installing solar energy equipment or solar energy systems by July 1,
16 2017, procedures to determine the type of building in which such replacement shall
17 occur, and factors considered in prioritizing replacements.
18	(3)  Any savings realized as the result of the conversion of incandescent or
19 fluorescent bulbs to energy efficient light-emitting diode or LED bulbs or the
20 installation of solar energy equipment or solar energy systems shall be used to satisfy
21 any green bond indebtedness authorized pursuant to R.S. 33:4548.5(A)(5) and
22 incurred through energy efficiency contracts as set forth in R.S. 33:4547.1(B)(2)(e).
23	G.  The office of facility planning and control of the division of
24 administration shall consider implementation of any new, approved energy efficient
25 lighting technologies, products, or systems that are developed by the lighting
26 industry and that would benefit the environment and the state through appropriate
27 rule-making authority.
28	H.  The office of facility planning and control of the division of
29 administration shall adopt rules and regulations in accordance with the

1 Administrative Procedure Act, by March 1, 2016, to implement the provisions of this
2 Subsection.

Abstract:  Provides relative to state buildings for the replacement of standard light bulbs
with LED bulbs.  Provides for the savings generated from the replacement of the
light bulbs to be use to fund state issued bonds.  Further provides for installation of
solar energy equipment on state buildings.
Proposed law requires the office of facility planning and control of the division of
administration to promulgate rules to replace and maintain standard light bulbs and fixtures
in existing state buildings with energy efficient light bulbs or solar energy equipment or
systems and to install such equipment in newly constructed state buildings.  Requires the
rules to include a timetable for replacing the bulbs and fixtures by January 1, 2017,
procedures to determine the type of building in which the replacements will occur, and
factors considered in prioritizing certain buildings over other buildings.  Specifies that any
savings generated from the conversion of the light bulbs must be used to satisfy any bond
indebtedness authorized in present law and incurred through energy efficiency contracts as
outlined in present law.
Proposed law requires the office of facility and planning and control of the division of
administration to consider new energy efficient technologies developed by the lighting
industry to benefit the environment and the state through its rule-making authority.
Proposed law requires the office of facility planning and control of the division of
administration to adopt rules regulating the installation of energy efficient lighting.
