ENROLLED 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 106 BY REPRESENTATIVES WILLMOTT, HAVARD, HODGES, AND HONORE AND SENATORS BROOME AND WHITE A CONCURRENT RESOL UTION To commend Bo Myers for his heroic actions in saving the life of a family member using the cardiopulmonary resuscitation procedure he learned at Zachary High School. WHEREAS, on February 18, 2015, Bo Myers, a senior at Zachary High School, returned home from baseball practice and heard his youngest nephew, Clay Fancher, age four, crying in the back yard; and WHEREAS, Mr. Myers went into the yard and found his older nephew, Carter Fancher, age seven, unconscious and pinned beneath a steel tabletop weighing roughly six hundred pounds that had fallen on him, and that days earlier had taken five men to lift into place; and WHEREAS, remaining calm at the scene of this terrible accident, Mr. Myers instructed Clay to go inside and have his mother or aunt call 9-1-1, managed to move the tabletop off of Carter, and started performing cardiopulmonary resuscitation, the procedure commonly known as "CPR", which he had learned in a class at Zachary High School just weeks before; and WHEREAS, after the fifth or sixth cycle of compressions, and just as paramedics were arriving, Carter began to revive; and WHEREAS, the actions of Mr. Myers that day proved to be heroic, as his perfect execution of CPR was instrumental in saving the life of his nephew, who was treated for and recovered from his injuries; and WHEREAS, CPR is a lifesaving procedure that persons can use in emergencies in which someone's breathing or heartbeat has stopped; and Page 1 of 3 HCR NO. 106 ENROLLED WHEREAS, research has demonstrated that children as young as nine years of age can learn and retain the basics of CPR; and WHEREAS, recognizing the importance of young people receiving training on this procedure, the legislature passed House Bill No. 542 of the 2014 Regular Session, which became Act No. 517, and was named the "Burke Cobb Act" in memory of a fourteen-year- old Dutchtown High School student who died of a sudden cardiac arrest while playing basketball; and WHEREAS, the Burke Cobb Act requires public high schools to provide instruction on CPR, and authorizes that instruction to occur within the curriculum of existing courses such as health education or physical education; and WHEREAS, this legislation became a signature proposal of the 2014 Regular Session, gathering sixty-one coauthors on its way through the legislative process and achieving final passage with unanimous committee and floor votes in favor in both legislative chambers; and WHEREAS, it is heartening to the members of the Legislature of Louisiana to see that carefully crafted laws on public health and safety can contribute to protecting and saving lives just as the Burke Cobb Act has done, and will likely do again; and WHEREAS, while legislative bodies may endeavor to protect health and safety, the true power to save lives in emergency situations rests in the hands of persons such as Bo Myers who, with a brave spirit and the proper training, took actions on February 18, 2015, that saved his nephew's life and made him a hero to his family and his community. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Bo Myers, the "CPR hero" of Zachary, Louisiana, for his heroic actions in saving the life of his nephew, and does hereby extend to him best wishes for success in all of his future endeavors. BE IT FURTHER RESOLVED that the legislature does hereby recognize and commend Sean "Doc" Stanton, first responder class instructor, for capably delivering quality instruction on CPR at Zachary High School. BE IT FURTHER RESOLVED that the legislature does hereby affirm the vital importance of training in the simple but lifesaving CPR procedure, and encourages all Louisianians to undertake CPR training.
