ENROLLED 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 136 BY REPRESENTATIVE WESLEY BISHOP A CONCURRENT RESOL UTION To urge and request the State Board of Elementary and Secondary Education, in consultation with the Board of Regents, to study the feasibility and costs of using state funds to pay for students in approved home study programs to participate in dual enrollment programs established by the Board of Regents and to submit a written report of its findings and conclusions, including any recommendations for legislation relative to the issue, to the House Committee on Education and the Senate Committee on Education not later than sixty days prior to the beginning of the 2016 Regular Session of the Legislature of Louisiana. WHEREAS, R.S. 17:236.1 grants the State Board of Elementary and Secondary Education the authority to approve home study programs; and WHEREAS, in R.S. 17:3137(A), the legislature finds that the dual enrollment program established by the Board of Regents enhances curricular options available to eligible high school students by providing an opportunity to enroll in postsecondary coursework creditable toward a career certificate or an associate or baccalaureate degree; and WHEREAS, R.S. 17:3137(C) authorizes students participating in home study programs to participate in the Board of Regents' dual enrollment program but provides that state funds shall not be used to pay the tuition of such a student who is dually enrolled in a participating postsecondary education institution; and WHEREAS, increasing access for students in approved home study programs to participate in this dual enrollment program by removing possible funding obstacles would likely assist such students in their academic pursuits; and Page 1 of 2 HCR NO. 136 ENROLLED WHEREAS, it is appropriate that the State Board of Elementary and Secondary Education, in consultation with the Board of Regents, conduct a thorough examination of the feasibility and costs of using state funds to pay for students in approved home study programs to participate in dual enrollment programs established by the Board of Regents. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the State Board of Elementary and Secondary Education, in consultation with the Board of Regents, to study the feasibility and costs of using state funds to pay for students in approved home study programs to participate in dual enrollment programs established by the Board of Regents and to submit a written report of its findings and conclusions, including any recommendations for legislation relative to the issue, to the House Committee on Education and the Senate Committee on Education not later than sixty days prior to the beginning of the 2016 Regular Session of the Legislature of Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the president of the State Board of Elementary and Secondary Education, the state superintendent of education, the chairman of the Board of Regents, and the commissioner of higher education.
