HOUSE CONCURRENT RESOL UTION NO. 182

STUDENT/HOME STUDY:  Requests the State Bd. of Elementary and Secondary
Education to study the establishment of a student resource center for students in
approved home study programs and the use of surplus space in state-owned
immovable property for such programs
1	A CONCURRENT RESOL UTION
2To urge and request the State Board of Elementary and Secondary Education to study the
3 feasibility and costs of establishing a student resource center for students in approved
4 home study programs and of using surplus space in immovable property owned by
5 the state for such programs and to submit a written report of findings and
6 conclusions, including any recommendations for legislation relative to the issue, to
7 the House Committee on Education and the Senate Committee on Education not later
8 than sixty days prior to the beginning of the 2016 Regular Session of the Legislature
9 of Louisiana.
10 WHEREAS, R.S. 17:236.1 grants the State Board of Elementary and Secondary
11Education the authority to approve home study programs; and
12 WHEREAS, student resource centers help students improve their academic
13performance by providing a place where they can focus on study skills, time management,
14individual academic needs, and tutoring; and
15 WHEREAS, the establishment of a student resource center for students in approved
16home study programs would be an opportunity to support student learning and may assist
17such students in making a successful transition to postsecondary education; and
18 WHEREAS, in addition to studying the feasibility and costs of establishing a student
19resource center for students in approved home study programs, the State Board of

1Elementary and Secondary Education should look to the possibility of using surplus space
2in immovable property owned by the state of Louisiana for such programs; and
3 WHEREAS, parents may choose the curriculum for their child's home study
4program, and to help parents in making these choices, the state Department of Education
5provides numerous free resources on its website that can be used for curriculum
6development; and
7 WHEREAS, in addition to online assistance, it would be beneficial for students in
8approved home study programs to have access to a communal space to gather, to do
9homework and study, and to share knowledge and academic resources.
10 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
11urge and request the State Board of Elementary and Secondary Education to study the
12feasibility and costs of establishing a student resource center for students in approved home
13study programs and of using surplus space in immovable property owned by the state for
14such programs and to submit a written report of findings and conclusions, including any
15recommendations for legislation relative to the issue, to the House Committee on Education
16and the Senate Committee on Education not later than sixty days prior to the beginning of
17the 2016 Regular Session of the Legislature of Louisiana.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19president of the State Board of Elementary and Secondary Education and the state
20superintendent of education.
