HOUSE CONCURRENT RESOL UTION NO. 182

A CONCURRENT RESOL UTION
To urge and request the State Board of Elementary and Secondary Education to study the
feasibility and costs of establishing a student resource center for students in approved
home study programs and of using surplus space in immovable property owned by
the state for such programs and to submit a written report of findings and
conclusions, including any recommendations for legislation relative to the issue, to
the House Committee on Education and the Senate Committee on Education not later
than sixty days prior to the beginning of the 2016 Regular Session of the Legislature
of Louisiana.
WHEREAS, R.S. 17:236.1 grants the State Board of Elementary and Secondary
Education the authority to approve home study programs; and
WHEREAS, student resource centers help students improve their academic
performance by providing a place where they can focus on study skills, time management,
individual academic needs, and tutoring; and
WHEREAS, the establishment of a student resource center for students in approved
home study programs would be an opportunity to support student learning and may assist
such students in making a successful transition to postsecondary education; and
WHEREAS, in addition to studying the feasibility and costs of establishing a student
resource center for students in approved home study programs, the State Board of
Elementary and Secondary Education should look to the possibility of using surplus space
in immovable property owned by the state of Louisiana for such programs; and
WHEREAS, parents may choose the curriculum for their child's home study
program, and to help parents in making these choices, the state Department of Education
provides numerous free resources on its website that can be used for curriculum
development; and

WHEREAS, in addition to online assistance, it would be beneficial for students in
approved home study programs to have access to a communal space to gather, to do
homework and study, and to share knowledge and academic resources.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the State Board of Elementary and Secondary Education to study the
feasibility and costs of establishing a student resource center for students in approved home
study programs and of using surplus space in immovable property owned by the state for
such programs and to submit a written report of findings and conclusions, including any
recommendations for legislation relative to the issue, to the House Committee on Education
and the Senate Committee on Education not later than sixty days prior to the beginning of
the 2016 Regular Session of the Legislature of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the State Board of Elementary and Secondary Education and the state
superintendent of education.
