ENROLLED 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 189 BY REPRESENTATIVE GAROFALO A CONCURRENT RESOL UTION To urge and request the Department of Transportation and Development to update the previously completed study of the feasibility of the construction of an additional Mississippi River bridge to provide a solution to traffic problems and enhance development and further assess the advisability of the construction of an additional Mississippi River bridge. WHEREAS, South Louisiana is particularly vulnerable to hurricanes, and a new Mississippi River crossing will improve the region's capability to evacuate at-risk areas; and WHEREAS, the addition of a bridge over the Mississippi River at Chalmette will substantially improve transportation through the region and improve access to New Orleans east, St. Bernard Parish, the west bank of Orleans Parish, the west bank of Jefferson Parish and Plaquemines Parish; and WHEREAS, the Crescent City Connection Bridge is burdened to provide river crossing access for all vehicular trips originating on the west bank with destinations in New Orleans east, or points east of the city, and a new bridge crossing at Chalmette would provide an alternate route for such trips; and WHEREAS, the Department of Transportation and Development previously conducted a study of the feasibility of the construction of the Chalmette-Algiers Mississippi River Bridge, for which the final report was issued in August of 1999. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development, in consultation with local governing authorities, to update the previous completed study of the feasibility of constructing an additional Mississippi River bridge, including an analysis of toll feasibility, and further assess the advisability of constructing an additional Mississippi River bridge. Page 1 of 2 HCR NO. 189 ENROLLED BE IT FURTHER RESOLVED that the Department of Transportation and Development submit a preliminary report of the updated study to the House Committee on Transportation, Highways and Public Works and the Senate Committee on Transportation, Highways and Public Works on or before January 1, 2017. BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the secretary of the Department of Transportation and Development.
