HOUSE CONCURRENT RESOL UTION NO. 213

PUBLIC BUILDINGS/GROUNDS: Urges and requests the division of administration to
institute a method of tracking energy and water usage at state universities, state
offices, and state buildings
1 A CONCURRENT RESOL UTION
2To urge and request the division of administration to institute a method of tracking energy
3 and water usage at state universities, state offices, and state buildings utilizing the
4 ENERGY STAR Portfolio Manager, and to prepare annual reports on energy and
5 water usage at these properties and post it on the division of administration's website.
6 WHEREAS, the state government is one of the largest owners and operators of
7buildings in Louisiana and a major consumer of energy and water; and
8 WHEREAS, the taxpayers of this state expect the housing of state agencies to be
9accomplished in a cost-effective manner; and
10 WHEREAS, energy and water demand reductions motivated by benchmarking can
11result in direct cost savings to taxpayers; and
12 WHEREAS, the ENERGY STAR Portfolio Manager is a no-cost online system that
13can be used to track and manage energy and water usage; and
14 WHEREAS, since the ENERGY STAR Portfolio Manager is a no-cost online
15system, the division of administration should utilize it and train state university, state office,
16and state building staff to track and report energy and water usage on a monthly basis; and
17 WHEREAS, state government and its employees can demonstrate leadership by
18incorporating energy efficient practices and behavior into daily and long term operations that
19will preserve natural resources, conserve energy and water, and reduce waste and pollution.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the division of administration to develop and implement a standardized
3reporting method to benchmark, monitor, track, and report energy and water use at state
4universities, state offices, and state buildings, utilizing the ENERGY STAR Portfolio
5Manager to measure and report energy and water efficiency for facilities.
6 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge
7and request that the division of administration prepare annual reports on energy and water
8usage to be posted to the division of administration website.
9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
10Commissioner of Administration.
