HOUSE CONCURRENT RESOL UTION NO. 213

A CONCURRENT RESOL UTION
To urge and request the division of administration to institute a method of tracking energy
and water usage at state universities, state offices, and state buildings utilizing the
ENERGY STAR Portfolio Manager, and to prepare annual reports on energy and
water usage at these properties and post it on the division of administration's website.
WHEREAS, the state government is one of the largest owners and operators of
buildings in Louisiana and a major consumer of energy and water; and
WHEREAS, the taxpayers of this state expect the housing of state agencies to be
accomplished in a cost-effective manner; and
WHEREAS, energy and water demand reductions motivated by benchmarking can
result in direct cost savings to taxpayers; and
WHEREAS, the ENERGY STAR Portfolio Manager is a no-cost online system that
can be used to track and manage energy and water usage; and
WHEREAS, since the ENERGY STAR Portfolio Manager is a no-cost online
system, the division of administration should utilize it and train state university, state office,
and state building staff to track and report energy and water usage on a monthly basis; and
WHEREAS, state government and its employees can demonstrate leadership by
incorporating energy efficient practices and behavior into daily and long term operations that
will preserve natural resources, conserve energy and water, and reduce waste and pollution.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the division of administration to develop and implement a standardized
reporting method to benchmark, monitor, track, and report energy and water use at state
universities, state offices, and state buildings, utilizing the ENERGY STAR Portfolio
Manager to measure and report energy and water efficiency for facilities.

BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge
and request that the division of administration prepare annual reports on energy and water
usage to be posted to the division of administration website.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Commissioner of Administration.
