HOUSE CONCURRENT RESOL UTION NO. 44

STATE AGENCIES:  Requests all state agencies in the executive branch of state
government  to provide for a crisis leave pool and requests the Department of State
Civil Service to report progress to the legislature
1	A CONCURRENT RESOL UTION
2To urge and request each agency in the executive branch of state government to develop and
3 implement a crisis leave pool that would enable employees to donate leave which
4 could be used by employees who cannot work due to a crisis situation and who have
5 insufficient leave to cover the absence required by the crisis situation.
6 WHEREAS, in 1992, the legislature enacted provisions to authorize agencies in state
7government to establish a program to allow employees to donate and pool their leave and
8to allow a participating employee to use the pooled leave for a personal emergency,
9including a catastrophic illness or serious injury to the employee or to the employee's spouse
10or minor child; and
11 WHEREAS, in 2001, the State Civil Service Commission adopted a rule to provide
12requirements for the approval of departmental crisis leave pool policies established to
13provide compassionate leave to a classified civil service employee who has exhausted his
14or her leave and who is involved in a personal or family crisis which temporarily restricts
15the employee's ability to report to work; and
16 WHEREAS, as of March of 2015, only thirteen departments in the executive branch
17of state government and the office of the lieutenant governor have adopted a crisis leave pool
18for their employees; and

1 WHEREAS, unfortunately, there remain many departments and agencies in the
2executive branch of state government which have not adopted a crisis leave pool for their
3employees.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5urge and request each agency in the executive branch of state government to develop and
6implement a crisis leave pool that would enable employees to donate leave which could be
7used by employees who cannot work due to a crisis situation and who have insufficient leave
8to cover the absence required by the crisis situation.
9 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
10to each statewide elected official and to the chief executive officer of each department in the
11executive branch of state government.
12 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby request
13the Department of State Civil Service to submit a report on the status of the adoption of
14crisis leave pools by agencies in the executive branch of state government to the  House
15Committee on House and Governmental Affairs and the Senate Committee on Senate and
16Governmental Affairs no later than January 15, 2016.
