HOUSE CONCURRENT RESOL UTION NO. 44

A CONCURRENT RESOL UTION
To urge and request each agency in the executive branch of state government to develop and
implement a crisis leave pool that would enable employees to donate leave which
could be used by employees who cannot work due to a crisis situation and who have
insufficient leave to cover the absence required by the crisis situation.
WHEREAS, in 1992, the legislature enacted provisions to authorize agencies in state
government to establish a program to allow employees to donate and pool their leave and
to allow a participating employee to use the pooled leave for a personal emergency,
including a catastrophic illness or serious injury to the employee or to the employee's spouse
or minor child; and
WHEREAS, in 2001, the State Civil Service Commission adopted a rule to provide
requirements for the approval of departmental crisis leave pool policies established to
provide compassionate leave to a classified civil service employee who has exhausted his
or her leave and who is involved in a personal or family crisis which temporarily restricts
the employee's ability to report to work; and
WHEREAS, as of March of 2015, only thirteen departments in the executive branch
of state government and the office of the lieutenant governor have adopted a crisis leave pool
for their employees; and
WHEREAS, unfortunately, there remain many departments and agencies in the
executive branch of state government which have not adopted a crisis leave pool for their
employees.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request each agency in the executive branch of state government to develop and
implement a crisis leave pool that would enable employees to donate leave which could be
used by employees who cannot work due to a crisis situation and who have insufficient leave
to cover the absence required by the crisis situation.

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to each statewide elected official and to the chief executive officer of each department in the
executive branch of state government.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby request
the Department of State Civil Service to submit a report on the status of the adoption of
crisis leave pools by agencies in the executive branch of state government to the  House
Committee on House and Governmental Affairs and the Senate Committee on Senate and
Governmental Affairs no later than January 15, 2016.
