HOUSE RESOLUTION NO. 123
BY REPRESENTATIVES ORTEGO AND PIERRE
A RESOLUTION
To urge and request the Department of Transportation and Development to conduct a study
relative to constructing roundabouts and changing frontage roads adjacent to 
interchanges with interstate roadways and urban arterial roads in Lafayette Parish.
WHEREAS, over the past several years there were a high number of traffic accidents
at certain interchanges with Interstate 49; and
WHEREAS, between 2010 and 2012 there were one hundred forty-eight traffic
accidents at the interchange of Pont des Mouton and Interstate 49; and
WHEREAS, between 2010 and 2012 there were one hundred forty-two traffic
accidents at the interchange of Gloria Switch Road and Interstate 49; and
WHEREAS, between 2010 and 2012 there were sixty-one traffic accidents at the
interchange of Louisiana Highway 726 and Interstate 49; and
WHEREAS, the construction of roundabouts and changes to frontage roads along
Interstate 49 at these interchanges will reduce traffic and subsequently traffic accidents; and
WHEREAS, the study should evaluate the feasibility of implementing alternative
frontage road concepts; and
WHEREAS, the concepts contemplated and evaluated by this study should include
constructing one-way frontage road systems with "diamond" or "x" ramp configurations at
interchanges; and
WHEREAS, these frontage road systems have been implemented nationwide to
reduce daily transportation delays and improve travel speed.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the Department of Transportation and
Development, in consultation with the Lafayette Metropolitan Planning Organization and

the Federal Highway Administration, to conduct a study relative to constructing roundabouts
and changing frontage roads adjacent to certain interchanges with interstate roadways and
urban arterial roads; such study should include the development of a master plan that
includes recommendations on road design, phasing, and landscaping of Interstate 49 exits,
frontage roads, and interchanges in Lafayette Parish.
BE IT FURTHER RESOLVED that this study should include an examination of
other states policies and experiences as it relates to land development, tax impacts, traffic
operations, and traffic level of services for each of the alternates considered.
BE IT FURTHER RESOLVED that this study should be conducted by the
department prior to December 31, 2015, and a written report of its findings be presented to
the House Committee on Transportation, Highways and Public Works and the Senate
Committee on Transportation, Highways and Public Works at least thirty days prior to the
convening of the 2016 Regular Session of the Legislature of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Transportation and Development, the Lafayette Metropolitan
Planning Organization, and the Federal Highway Administration.
