A RESOLUTION
To urge and request the division of administration and the Coastal Protection and
Restoration Authority to fully explore the construction manager at risk project

Authority as necessary to address the state's immediate coastal erosion threat.
WHEREAS, the legislature has previously enacted legislation authorizing use of the
Construction Manager at Risk (CMAR) procurement process to expedite the delivery of

WHEREAS, Louisiana has an urgent and widespread need to commence numerous
coastal restoration projects that have been identified by the Coastal Protection and
Restoration Authority in order to avoid further irreparable loss of its fragile coastal

Coastal Protection and Restoration Authority fully explore the construction manager at risk
procurement process project delivery and procurement process, and utilize it to its fullest
