HOUSE RESOLUTION NO. 21
BY REPRESENTATIVE PIERRE
A RESOLUTION
To commend Major Luranie Richard upon her promotion as the first female major in the
Lafayette Police Department.
WHEREAS, Luranie Richard joined the Lafayette Police Department on January 9,
1985, and in her three decades of service to the citizenry of Lafayette, she has achieved a
number of firsts; and
WHEREAS, Major Richard is the longest-employed female officer in the Lafayette
Police Department; she was the first female to achieve a supervisory role with her promotion
in April of 2001 to sergeant; with her promotion to captain in September of 2012, the first
woman captain for the department, she became the first female to serve as commander of
a precinct; she supervised Precinct 1, one of the busiest precincts in the city; and
WHEREAS, in February of 2015, Major Richard became the first woman to achieve
the rank of major, one of three officers holding the most senior rank below chief of police;
and
WHEREAS, the contributions Major Richard makes to the community beyond her
work with the police department are invaluable; after years of work with the neighborhoods
in Precinct 1, she has been appointed to head a police department community relations
committee; and
WHEREAS, Major Richard's current assignment is commander of the Services
Division, where she supervises more than eighty individuals in twelve sections, overseeing
nonemergency services such as training and records; and it is fitting to recognize and
applaud the civil service Major Luranie Richard has provided to the people of Lafayette.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Major Luranie Richard for her outstanding

service to the Lafayette Police Department; does hereby herald and offer hearty and sincerest
congratulations for her many firsts, chief among them her promotion to the rank of major,
the first female major in the department; and does hereby extend best wishes and hopes for
success to Major Luranie Richard as she continues her work for the betterment of the
community of Lafayette.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Major Luranie Richard.
