ENROLLED 2015 Regular Session HOUSE RESOLUTION NO. 55 BY REPRESENTATIVE BROADWATER A RESOLUTION To recognize Tuesday, April 28, 2015, as Workers' Memorial Day in recognition of workers killed, injured, and disabled on the job and to urge and request that the Division of Administration, where appropriate based on the nature of the services to be provided, to consider the implementation of a process to assess the written safety plan and safety record of applicants when selecting contractors to perform work for the state. WHEREAS, Louisiana recognizes her citizens as her most valuable resource and Louisiana workers are some of the most hard-working in America; and WHEREAS, the lack of appropriate written safety plans and practices adversely impacts the Louisiana workforce and citizenry and results in a higher number of accidents and injuries, decreased productivity, increased costs, and increased danger to the public; and WHEREAS, the first Workers' Memorial Day was observed in 1989, and the date was chosen because it marks the anniversary of the establishment of the Occupational Safety and Health Administration and the date of a similar remembrance in Canada; and WHEREAS, decades of struggle by workers have resulted in significant improvements in working conditions; and WHEREAS, regardless of improvements, every year, tens of thousands of American workers die as the result of workplace injuries and occupational diseases and millions of workers are injured, permanently disabled, or made ill on the job; and WHEREAS, the legislature and the citizens of Louisiana are determined to reduce workplace deaths, accidents, and illnesses, and to continue efforts to seek stronger safety and health standards in the workplace; and Page 1 of 2 HR NO. 55 ENROLLED WHEREAS, Workers' Memorial Day is observed as a day to remember victims of workplace injuries and occupational diseases, to renew efforts to seek stronger safety and health protections, better standards and enforcement, and fair and just compensation, and to strive for a safe and healthy American workplace; and WHEREAS, a safer workplace can be obtained if more employers implement practices to evaluate the potential risks of injury and address those risks with effective safety practices; and WHEREAS, the state of Louisiana can begin the movement to ensure that job sites and other places of employment are as safe as possible for the well-being of employees by ensuring that contractors with whom the state contracts possess exemplary safety records. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby recognize Tuesday, April 28, 2015, as Workers' Memorial Day in recognition of workers killed, injured, and disabled on the job and does hereby urge and request the Division of Administration to consider the implementation of a process to assess the written safety plan and record of applicants for public contracts.
