Proposed constitutional amendment provides that, except as otherwise provided in Louisiana's
constitution and to the extent permitted by the United States Supreme Court, every unborn child is
a human being from the moment of conception and is therefore a legal person for purposes of the
unborn child's right to life, and is entitled to the right to life from the moment of conception.
Specifies submission of the amendment to the voters at the statewide election to be held on October
24, 2015.
