Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
CHILDREN.  Constitutional amendment to provide that an unborn child is a human being
from the moment of conception. (2/3 - CA13s1(A))
1	A JOINT RESOLUTION
2 Proposing to add Article I, Section 28 of the Constitution of Louisiana, relative to the status
3 of an unborn child; to provide relative to an unborn child's status as a human being
4 from the moment of conception; to provide relative to legal persons; to provide
5 relative to certain rights of an unborn child; and to specify an election for submission
6 of the proposition to electors and provide a ballot proposition.
7 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
8 elected to each house concurring, that there shall be submitted to the electors of the state, for
9 their approval or rejection in the manner provided by law, a proposal to add Article I,
10 Section 28 of the Constitution of Louisiana, to read as follows:
11 ยง28.  Status of an Unborn Child
12	Section 28.  Except as otherwise provided in this constitution and to the
13 extent permitted by the United States Supreme Court, every unborn child is a
14 human being from the moment of conception and is therefore a legal person for
15 purposes of the unborn child's right to life, and is entitled to the right to life
16 from the moment of conception.
17 Section 2.  Be it further resolved that this proposed amendment shall be submitted

1 to the electors of the state of Louisiana at the statewide election to be held on October 24,
2 2015.
3 Section 3.  Be it further resolved that on the official ballot to be used at said election
4 there shall be printed a proposition, upon which the electors of the state shall be permitted
5 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
6 follows:
7	Do you support an amendment to recognize that, except as otherwise
8	provided in this constitution and to the extent permitted by the United States
9	Supreme Court, every unborn child is a human being from the moment of
10	conception and is therefore a legal person for purposes of the unborn child's
11	right to life, and is entitled to the right to life from the moment of
12	conception?
