2015 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 114 BY SENATOR MURRAY AND REPRESENTATI VE LORUSSO A CONCURRENT RESOL UTION To commend Justin Augustine III on being conferred as a Knight of the French National Order of Merit. WHEREAS, the French National Order of Merit is an Order of State with membership awarded by the President of the French Republic; and WHEREAS, the French National Order of Merit was founded on December 3, 1963, by President Charles de Gaulle as a way to honor French citizens of distinguished merit and encourage the life blood of the country; and WHEREAS, French citizens as well as foreign nationals, men, and women, can be received into the Order for distinguished civil or military achievements; and WHEREAS, Mr. Augustine was honored on April 20, 2015, as a Knight of the French National Order of Merit; and WHEREAS, the honor was conferred upon Mr. Augustine by Frederic Dore, Deputy French Ambassador to the United States, on behalf of François Hollande, President of the French Republic; and WHEREAS, the honor recognizes Mr. Augustine's three decades of public service and his contributions to public transit; and WHEREAS, Mr. Augustine is a professional in management and finance with more than twenty-eight years of experience in the fields of transportation, finance and management; and WHEREAS, Mr. Augustine has managed numerous multimodal transit agencies including Capital Metro in Austin, Texas, the Africa Transportation Company in Johannesburg, South Africa, the Regional Transit Authority in New Orleans, Louisiana, and many transit agencies across America; and Page 1 of 2 SCR NO. 114 ENROLLED WHEREAS, in 2011, Mr. Augustine was one of eleven individuals honored at the White House as Champions of Change for creating jobs in their communities and using innovative techniques to develop valuable projects that help improve America's infrastructure; and WHEREAS, Mr. Augustine is responsible for the vision and creation of the Loyola Avenue street car expansion, which has attracted new investments along Loyola Avenue totaling $1.2 billion; and WHEREAS, Mr. Augustine is currently vice president of the French transportation conglomerate Transdev Services, which currently manages the New Orleans Regional Transit Authority; and WHEREAS, Mr. Augustine has brought great pride to his home state of Louisiana by being a leader in the area of public transit and being conferred with the prestigious designation as a Knight of the French National Order of Merit. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Justin Augustine III on being conferred as a Knight of the French National Order of Merit.
