SLS 15RS-3025 ORIGINAL 2015 Regular Session SENATE CONCURRENT RESOL UTION NO. 128 BY SENATOR BROWN HEALTH/HOSPITALS DEPT. Requests the State Licensing Board for Contractors and the Department of Health and Hospitals, office of public health, to study the lack of availability of inspectors to timely complete inspections involved in construction projects. 1 A CONCURRENT RESOL UTION 2 To urge and request the State Licensing Board for Contractors and the Department of Health 3 and Hospitals, office of public health, to study the lack of availability of state 4 inspectors to timely complete inspections involved with construction projects. 5 WHEREAS, it is the state's public policy to maintain reasonable standards of 6 construction in buildings and other structures in the state consistent with the public health, 7 safety, and welfare of its citizens; and 8 WHEREAS, pursuant to that policy, the state has promulgated a state uniform 9 construction code to govern the construction, reconstruction, alteration, and repair of 10 buildings and other structures and the installation of mechanical devices and equipment 11 therein; and 12 WHEREAS, the Department of Health and Hospitals, office of public health, is 13 tasked with enforcing the state's Sanitary Code and laws and such enforcement includes field 14 inspections which occur at various stages of a construction project and is critical to a 15 contractor's construction schedule that such inspections be conducted and completed on a 16 timely basis; and 17 WHEREAS, concerns have been raised regarding the apparent reduced availability 18 of inspectors to perform such inspections on a timely basis; and Page 1 of 2 SCR NO. 128 SLS 15RS-3025 ORIGINAL 1 WHEREAS, a review is warranted to determine how to meet the need for increased 2 access to conduct field inspections. 3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby urges 4 and requests the State Licensing Board for Contractors and the Department of Health and 5 Hospitals, office of public health, to study the lack of availability of state inspectors to 6 timely complete inspections involved with construction projects and to report their findings 7 to the legislature no later than sixty days prior to the 2016 Regular Session. 8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 9 executive director of the State Licensing Board for Contractors, the secretary of the 10 Department of Health and Hospitals, and the assistant secretary of the office of public health.
