2015 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 128 BY SENATOR BROWN A CONCURRENT RESOL UTION To urge and request the State Licensing Board for Contractors and the Department of Health and Hospitals, office of public health, to study the lack of availability of state inspectors to timely complete inspections involved with construction projects. WHEREAS, it is the state's public policy to maintain reasonable standards of construction in buildings and other structures in the state consistent with the public health, safety, and welfare of its citizens; and WHEREAS, pursuant to that policy, the state has promulgated a state uniform construction code to govern the construction, reconstruction, alteration, and repair of buildings and other structures and the installation of mechanical devices and equipment therein; and WHEREAS, the Department of Health and Hospitals, office of public health, is tasked with enforcing the state's Sanitary Code and laws and such enforcement includes field inspections which occur at various stages of a construction project and is critical to a contractor's construction schedule that such inspections be conducted and completed on a timely basis; and WHEREAS, concerns have been raised regarding the apparent reduced availability of inspectors to perform such inspections on a timely basis; and WHEREAS, a review is warranted to determine how to meet the need for increased access to conduct field inspections. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby urges and requests the State Licensing Board for Contractors and the Department of Health and Hospitals, office of public health, to study the lack of availability of state inspectors to timely complete inspections involved with construction projects and to report their findings to the legislature no later than sixty days prior to the 2016 Regular Session.
