AND REPRESENTATIVES ANDERS, BROWN, CHANEY, FANNIN,
HOFFMANN, HUNTER, JACKSON, JEFFERSON, JAY MORRIS,
PYLANT AND SHADOIN 
A CONCURRENT RESOL UTION
To commend and congratulate Philip Mark Thomas for being named one of the top ten 2014
pilots for Pilots for Patients and for being named the 2013 Pilot of the Year for Pilots
for Patients.
WHEREAS, Pilots for Patients, based in Monroe, Louisiana, organizes pilots who
are willing to volunteer their time and money to fly patients to receive medical care; and
WHEREAS, since its inception in 2007, Pilots for Patients has flown almost
twenty-three hundred flights, free of charge to patients, and currently has a listing of one
hundred five volunteer pilots; and
WHEREAS, Philip Mark Thomas is the president and founder of Precision Paper &
Board based in Monroe, Louisiana, established in 1985, and is the founder, director, and
president of Pilots for Patients; and
WHEREAS, he has been a loving and devoted husband to Sharon Palmer Thomas
for almost thirty-nine years, the committed father of one son, Court, and the cherished
grandfather of Kyle and Calypso; and
WHEREAS, Philip Thomas is a member of AOPA, Air Care Alliance, and Alliance
for Aviation Across America; and
WHEREAS, Mr. Thomas is certainly not new to volunteering his time and money
to helping others, as demonstrated by his following actions and awards: in 1997, Mr.
Thomas and Richard 'Doc' Worthington started Angel Flight in Louisiana, and from 1998
through 2005 Mr. Thomas served on the executive board of Angel Flight South Central;
from 2008 through 2010, he was on the board of directors of the Houston Ground and Air
Angels; in 2009, he received the Blue Cross Blue Shield Foundation of Louisiana Angel
Award, and the Equitable Profiles in Caring Ambassadors of Caring Award for his

outstanding contributions in helping those in need; in 2012, he was the second recipient of
the Louisiana Department of Transportation and Development - Aviation - Friends of
Aviation Award; and in 2014, he was asked to write an article for the Alliance for Aviation
Across America and was voted the Delta Style Magazine's Healthcare Hero Volunteer of the
Year; and
WHEREAS, Philip Thomas has been a Pilots for Patients volunteer pilot since its
inaugural flight on January 14, 2008, and has flown and completed two hundred fifty-two
missions for Pilots for Patients; and 
WHEREAS, in describing his love for flying for Pilots for Patients, he says "it's like
Lay's potato chips, you can't fly just one"; and
WHEREAS, the success of the state of Louisiana, the strength of our communities
and the overall vitality of American society depend, in great measure, upon men like Philip
Mark Thomas who lead by example and use their time and own resources to help others in
need.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and congratulate Philip Mark Thomas on his numerous outstanding
accomplishments and for being named one of the top ten 2014 pilot for Pilots for Patients
and for being named the 2013 Pilot of the Year for Pilots for Patients.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Philip
Mark Thomas.
