2015 Regular Session ENROLLED SENATE RESOLUTION NO. 130 BY SENATOR BROOME A RESOLUTION To urge and request the Board of Elementary and Secondary Education and the state Department of Education to study the effectiveness of the Positive Behavioral Interventions and Supports program in Louisiana public schools. WHEREAS, the Positive Behavioral Interventions and Supports program (PBIS) provides a positive and effective alternative to the traditional methods of discipline; and WHEREAS, PBIS methods are research based and proven to significantly reduce the occurrence of problem behaviors in a school, resulting in a more positive school climate and increased academic performance; and WHEREAS, PBIS is consistent with the federal Individuals with Disabilities Education Act, which requires the use of positive behavior interventions and school-based disciplinary strategies that reduce or eliminate the need to use suspension and expulsion as disciplinary options; and WHEREAS, the primary purpose of PBIS is to increase the amount of instructional time for all students, particularly those with challenging behavior, by building the capacity of schools to use a data-driven approach that is educationally oriented, emphasizes the usage of proactive practices, and effectively promotes social-behavioral competence of staff and students. THEREFORE, BE IT RESOLVED that the Senate of Legislature of Louisiana does hereby urge and request the Board of Elementary and Secondary Education and the state Department of Education to study the effectiveness of the Positive Behavioral Interventions and Supports program in Louisiana public schools. BE IT FURTHER RESOLVED that the Board of Elementary and Secondary Education and the state Department of Education shall submit a written report of their findings and conclusions to the Senate Committee on Education and the House Committee Page 1 of 2 SR NO. 130 ENROLLED on Education not later than sixty days prior to the 2016 Regular Session of the Legislature of Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the state superintendent of education and the president of the Board of Elementary and Secondary Education.
