2015 Regular Session ENROLLED SENATE RESOLUTION NO. 188 BY SENATOR DORSEY-COLOMB A RESOLUTION To urge and request the Senate Committee on Local and Municipal Affairs to study the effects pollution has on local municipalities. WHEREAS, it is well recognized that Louisiana has municipalities where hazardous pollutants are emitted that can cause asthma and other health problems; and WHEREAS, local municipalities may be aware of monitoring systems that can detect hazardous air pollutants and give real-time notification to first responders and residents when emissions pose a threat to the public health; and WHEREAS, research shows that many companies are themselves adopting technology to manage their operations to help them quickly identify and fix problems, saving money, and reducing pollution; and WHEREAS, the police juries and other local municipal governing authorities have the right to promote and protect health, safety, and air pollution to improve economic growth. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby request that the Senate Committee on Local and Municipal Affairs study the effects pollution has on local municipalities; that the committee invite the AFL-CIO and the Louisiana Chemical Association and other parties they deem appropriate to participate in the study; and that the committee deliver a written report of its findings to the Senate prior to the 2016 Regular Session, together with any proposals for legislation.
