SENATE RESOLUTION NO. 193

LEVEES. Creates the Non-Flood Protection Asset Management Task Force.
1 A RESOLUTION
2 To create the Non-Flood Protection Asset Management Task Force to provide
3 recommendations on the membership of the Non-Flood Protection Asset
4 Management Authority.
5 WHEREAS, the Non-Flood Protection Asset Management Authority was created by
6 R.S. 38:330.12.1 as a political subdivision possessing full corporate power to manage,
7 control, regulate, operate, and maintain any non-flood protection facility or improvement
8 asset or function within a levee district within the jurisdiction of a flood protection authority;
9 and
10 WHEREAS, the Non-Flood Protection Asset Management Authority is responsible
11 for the development and implementation of a management plan to best utilize the assets
12 under its jurisdiction and maximize the benefits, attributes, and revenue potentials of such
13 assets.
14 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
15 does hereby create and provide for the Non-Flood Protection Asset Management Task Force,
16 to provide recommendations on the membership of the Non-Flood Protection Asset
17 Management Authority to the legislature on or before February 1, 2016.
18 BE IT FURTHER RESOLVED that the Non-Flood Protection Asset Management

1 Task Force shall consist of the following five members:
2 (1)One member of the Senate appointed by the president.
3 (2)One member of the House of Representatives appointed by the speaker.
4 (3)The legislative auditor, or his designee.
5 (4)One member appointed by the Urban League of Greater New Orleans.
6 (5)One member appointed by the mayor of the city of New Orleans from three
7 names submitted by the New Orleans City Council.
8 BE IT FURTHER RESOLVED that the Non-Flood Protection Asset Management
9 Task Force shall hold its first meeting no later than October 1, 2015, at the call of the
10 legislative members.
11 BE IT FURTHER RESOLVED that the members of the Non-Flood Protection Asset
12 Management Task Force shall serve without compensation, except per diem or expenses
13 reimbursement to which they may be individually entitled as members of the constituent
14 organizations.
15 BE IT FURTHER RESOLVED that a majority of the total membership shall
16 constitute a quorum of the task force and any official action by the task force shall require
17 an affirmative vote of a majority of the quorum present and voting.
18 BE IT FURTHER RESOLVED that the staffs of the Senate, the House of
19 Representatives, and the legislative auditor may provide staff support and otherwise assist
20 the task force.
21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
22 legislative auditor, the Urban League of Greater New Orleans, the mayor of the city of New
23 Orleans, the New Orleans City Council, and the chief operating officer of the Non-Flood
24 Protection Asset Management Authority.
25 BE IT FURTHER RESOLVED that the task force shall terminate on March 14,
26 2016.
