2015 Regular Session ENROLLED SENATE RESOLUTION NO. 193 BY SENATOR MORRELL A RESOLUTION To create the Non-Flood Protection Asset Management Task Force to provide recommendations on the membership of the Non-Flood Protection Asset Management Authority. WHEREAS, the Non-Flood Protection Asset Management Authority was created by R.S. 38:330.12.1 as a political subdivision possessing full corporate power to manage, control, regulate, operate, and maintain any non-flood protection facility or improvement asset or function within a levee district within the jurisdiction of a flood protection authority; and WHEREAS, the Non-Flood Protection Asset Management Authority is responsible for the development and implementation of a management plan to best utilize the assets under its jurisdiction and maximize the benefits, attributes, and revenue potentials of such assets. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby create and provide for the Non-Flood Protection Asset Management Task Force, to provide recommendations on the membership of the Non-Flood Protection Asset Management Authority to the legislature on or before February 1, 2016. BE IT FURTHER RESOLVED that the Non-Flood Protection Asset Management Task Force shall consist of the following five members: (1) One member of the Senate appointed by the president. (2) One member of the House of Representatives appointed by the speaker. (3) The legislative auditor, or his designee. (4) One member appointed by the Urban League of Greater New Orleans. (5) One member appointed by the mayor of the city of New Orleans from three names submitted by the New Orleans City Council. Page 1 of 2 SR NO. 193 ENROLLED BE IT FURTHER RESOLVED that the Non-Flood Protection Asset Management Task Force shall hold its first meeting no later than October 1, 2015, at the call of the legislative members. BE IT FURTHER RESOLVED that the members of the Non-Flood Protection Asset Management Task Force shall serve without compensation, except per diem or expenses reimbursement to which they may be individually entitled as members of the constituent organizations. BE IT FURTHER RESOLVED that a majority of the total membership shall constitute a quorum of the task force and any official action by the task force shall require an affirmative vote of a majority of the quorum present and voting. BE IT FURTHER RESOLVED that the staffs of the Senate, the House of Representatives, and the legislative auditor may provide staff support and otherwise assist the task force. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the legislative auditor, the Urban League of Greater New Orleans, the mayor of the city of New Orleans, the New Orleans City Council, and the chief operating officer of the Non-Flood Protection Asset Management Authority.
