SENATE RESOLUTION NO. 202
BY SENATORS ALARIO, ADLEY, ALLAIN, AMEDEE, APPEL, BROOME, BROWN,
BUFFINGTON, CHABERT, CLAITOR, CORTEZ, CROWE,
DONAHUE, DORSEY-COLOMB, ERDEY, GALLOT, HEITMEIER,

A RESOLUTION
To commend the Honorable Elbert Lee Guillory and to express enduring gratitude for his
outstanding contributions to St. Landry Parish, Lafayette Parish, and the state of
Louisiana, particularly during his tenure as a distinguished member of the Senate of
the Legislature of Louisiana representing Senate District No. 24 and the House of
Representatives representing House District No. 40 for a total of eight years of
exemplary legislative service.
WHEREAS, it is with great respect and appreciation for a job well done that the
Senate of the Legislature of Louisiana congratulates Senator Elbert Guillory, a favorite son
of Opelousas, Louisiana, for his many accomplishments in public life; and
WHEREAS, as chairman of the Senate Retirement Committee, Senator Guillory
worked diligently to improve the stability and actuarial soundness of all state and statewide
retirement systems while protecting the interests of taxpayers, current employees, and
retirees; and
WHEREAS, these adjustments in system management implemented during his tenure
will insure benefits for future generations of local and state retirees; and
WHEREAS, Senator Guillory's success as a legislator can be attributed to his
qualities as a trusted leader, his open-mindedness, and his approachable, laid-back style that
immediately puts everyone at ease; and
WHEREAS, a graduate of J. S. Clark Senior High School in Opelousas, he has
acquired exceptional educational credentials that include a bachelor of science degree from
Norfolk State University and a juris doctorate from Rutgers School of Law; he taught classes
at Rutgers University for a time and further matriculated at Southern University and New
York Theological Seminary; and

WHEREAS, practicing criminal law for over forty years, Senator Guillory's public
service began with the successful operation of numerous governmental entities within the
states of Maryland, New Jersey, Pennsylvania, Illinois, and Washington; and
WHEREAS, in 2007, he was successfully elected to an unexpired term to represent
the constituency of House District No. 40 in the Louisiana House of Representatives; at that
time Elbert Guillory garnered assignments to House standing committees on Appropriations,
the Administration of Criminal Justice and the Judiciary; and
WHEREAS, in 2009, Representative Guillory became a senator, representing Senate
District No. 24 and continued to serve the people of Acadiana in the legislature for a total
of eight years; and
WHEREAS, during his tenure in the Louisiana State Senate, Senator Guillory has
served with great diligence as the chairman of the Senate Committee on Retirement with
membership on the Senate standing committees on Insurance, Education, Judiciary C, Local
and Municipal Affairs, Health and Welfare, the Select Committee on Veterans Affairs, and
with special assignments as chairman to both the Public Employees Retirement Systems
Actuarial Committee and the Reentry Advisory Council at the Department of Public Safety
and Corrections; and
WHEREAS, Senator Guillory is the most deserving recipient of numerous honors
and awards throughout the course of his career with receipt of the Frederick Douglass Award
from the At-Large Society, the Patrick Henry Award from the Louisiana Family Forum and
the Louisiana Justice Hall of Fame Award from the Louisiana State Penitentiary Museum
Foundation, as well as being named as Legislator of the Year by the Greater Southwest
Louisiana Black Chamber of Commerce, Louisiana Right to Life Federation, and Louisiana
State Police; and
WHEREAS, his affiliations with civic, professional, and nonprofit organizations
include the Chamber of Commerce, Indigent Defense Board, and Bar Association of the
Parish of St. Landry, Acadian Legal Service, New Life Center Advisory Board, the Salvation
Army, Rotary International, and the American Cancer Society; and
WHEREAS, as a member of Holy Ghost Catholic Church, Senator Guillory holds
membership in several religious service entities that include the Knights of Columbus, the

Knights of St. Peter Claver, and the Equestrian Order of the Holy Sepulcher; he received the
Bishop's Service Award from the Archdiocese of Lafayette and acts as a board member for
Catholic Services of Lafayette; and
WHEREAS, Senator Guillory faithfully served his country with enlistment in the
United States Navy during the Vietnam Era obtaining the rank of E-5; and
WHEREAS, as Senator Elbert Guillory prepares to begin the next exciting and
productive chapter of his life, he merits a sincere measure of commendation for the many
contributions he has made as an exceptional member of the Legislature of Louisiana and for
his distinguished service to family, community, and country.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend the Honorable Elbert L. Guillory for his service to the constituents
of Senate District No. 24, House District No. 40, and to all the citizens of this great state.
BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does
hereby recognize his memorable and effective contributions and offer best wishes for
success in all future endeavors. 
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Senator Elbert L. Guillory of Senate District No. 24.
