SENATE RESOLUTION NO. 212

A RESOLUTION
To create the Orleans Parish Law Enforcement Streamline and Accountability Commission
to review and make recommendations on the effective and efficient delivery of law
enforcement services in Orleans Parish.
WHEREAS, the mission of the New Orleans Police Department is to provide
professional police services to the public in order to maintain order and protect life and
property; and
WHEREAS, the mission of the Orleans Parish Sheriff's Office is to manage the care,
custody, and control of individuals incarcerated in Orleans Parish on municipal, traffic, state,
and federal charges; the booking and processing of individuals arrested with Orleans Parish;
and providing building security for municipal and district courts in Orleans Parish; and
WHEREAS, the New Orleans Police Department is currently operating with an
adopted 2015 budget of $140,062,976; and
WHEREAS, the Orleans Parish Sheriff's Office is currently operating with an
adopted 2015 budget of $28,584,338.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby create the Orleans Parish Law Enforcement Streamline and Accountability
Commission to review the delivery of law enforcement services in Orleans Parish.
BE IT FURTHER RESOLVED that the commission shall consist of the following
members:
(1)Two members of the Senate appointed by the president.
(2)Two members of the House of Representatives appointed by the speaker.
(3)The legislative auditor, or his designee.
(4)One member appointed by the mayor of the city of New Orleans from three
names submitted by the New Orleans City Council.
BE IT FURTHER RESOLVED that the Orleans Parish Law Enforcement Streamline
and Accountability Commission shall hold its first meeting no later than October 1, 2015,
at the call of the legislative members.

BE IT FURTHER RESOLVED that the Orleans Parish Law Enforcement Streamline
and Accountability Commission shall perform detailed investigations and analysis of the
following:
(1)  The budget of the New Orleans Police Department and the budget of the Orleans
Parish Sheriff's Office.
(2)  The number of individuals employed at each the New Orleans Police Department
and the Orleans Parish Sheriff's Office, including a comprehensive listing of the number of
POST certified officers, administrative, and clerical personnel employed by each agency.
(3)  The services provided by the employees of each the New Orleans Police
Department and the Orleans Parish Sheriff's Office, with any economies of scale that could
be achieved by a merger of such services.
(4)  The feasibility of any other efficiencies that can be realized through the
streamlining of law enforcement resources.
BE IT FURTHER RESOLVED that the members of the Orleans Parish Law
Enforcement Streamline and Accountability Commission shall serve without compensation,
except per diem or expenses reimbursement to which they may be individually entitled as
members of their respective appointing authorities.
BE IT FURTHER RESOLVED that a majority of the total membership shall
constitute a quorum of the commission and any official action by the commission shall
require an affirmative vote of a majority of the quorum present and voting.
BE IT FURTHER RESOLVED that the staffs of the Senate, the House of
Representatives, the legislative fiscal office, and the legislative auditor may provide staff
support and otherwise assist the commission.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
legislative fiscal office, the legislative auditor, the mayor of the city of New Orleans, the
New Orleans City Council, the chief of police for the city of New Orleans, and the sheriff
for the parish of Orleans.
BE IT FURTHER RESOLVED that the commission shall terminate on
March 14, 2016.
