HOUSE CONCURRENT RESOL UTION NO. 7

TAX/SEVERANCE TAX: Suspends the modifications of the severance tax exemptions on
oil and natural gas as enacted in Act No. 120 of the 2015 R.S. from March 1, 2016,
until sixty days following adjournment of the 2016 R.S.

2To suspend from March 1, 2016, until sixty days after final adjournment of the 2016 Regular
3 Session of the Legislature of Louisiana the special tax treatment of severance taxes
4 on oil and gas as enacted in Act No. 120 of the 2015 Regular Session of the
5 Legislature and as specifically provided for in R.S. 47:633(7)(c)(iii)(introductory
6 paragraph) and (7)(d).
7 WHEREAS, whenever the condition of the state fisc permits, the Legislature of
8Louisiana has attempted to afford tax relief to its citizenry in the form of various exemptions
9from the severance taxes imposed on oil and natural gas; and
10 WHEREAS, the financial condition of the state is such that monies lost due to these
11exemptions are critically needed to avoid cessation of vital services to the citizens of the
12state.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby suspends
14the special tax treatment of severance taxes on oil and gas as enacted in Act No. 120 of the
152015 Regular Session of the Legislature and as specifically provided for in R.S.
1647:633(7)(c)(iii)(introductory paragraph) and (7)(d).
17 BE IT FURTHER RESOLVED that this suspension shall become effective on March
181, 2016, and shall extend through the sixtieth day after final adjournment of the 2016
19Regular Session.
