ENROLLED 2016 First Extraordinary Session HOUSE RESOLUTION NO. 18 BY REPRESENTATIVE ROBERT JOHNSON A RESOLUTION To express the condolences of the House of Representatives upon the death of retired Judge Harold Jude Brouillette of Marksville. WHEREAS, it is with heavy hearts that the members of the House of Representatives have received the news of the passing of retired Judge Harold Jude Brouillette at the age of eighty-five; and WHEREAS, Harold Brouillette graduated from Louisiana State University Law School with honors in 1954 where he was editor-in-chief of the LSU Law Review and selected outstanding law student of his graduating class; and WHEREAS, Mr. Brouillette served as chief justice of the Honor Court and was law clerk to Dean Paul Hebert, after whom the LSU Law Center is named; and WHEREAS, Harold Brouillette answered the call of his country and served in the U.S. Army Judge Advocate General Corps; and WHEREAS, Mr. Brouillette practiced law in New Orleans, Baton Rouge, and Marksville and was elected district court judge in 1984; and WHEREAS, Judge Brouillette served, on behalf of the Louisiana District Judges Association, as a distinguished and much respected member of the Louisiana Children's Code Project where he was instrumental in the 1991 enactment of the Louisiana Children's Code, a comprehensive body of law protecting the rights and well-being of all children in Louisiana and which work continued under the auspices of the Louisiana State Law Institute; he further worked diligently in child advocacy through legal organizations and by developing programs that are used across the nation to protect the rights and needs of children; and Page 1 of 2 HR NO. 18 ENROLLED WHEREAS, upon his retirement, Judge Brouillette continued his service to the Louisiana Supreme Court as an ad hoc judge; he also remained active in his community and was an adjunct faculty member of the LSU Law School; and WHEREAS, the American Correctional Association named Harold Jude Brouillette "Best in Business" in 2008 for the educational programs he developed and taught to offenders in Avoyelles Parish facilities prior to their release; and WHEREAS, recollections of happy times with Harold Brouillette will forever remain in the hearts and minds of his children, Mary Brouillette, Benjamin J. Brouillette, and Carol Brouillette Fromm, and his three grandchildren, Heidi Fromm, Paul Fromm, and Benjamin J. Brouillette, Jr.; and WHEREAS, Judge Harold Brouillette was a devoted husband, father, grandfather, and public servant who was tireless in his pursuit of justice; his passing leaves a void in the lives of family, friends, and community, and it is with great sadness that the members of the legislature note his passing. THEREFORE, BE IT RESOLVED that the members of the House of Representatives of the Legislature of Louisiana do hereby express heartfelt sympathies to the family and friends of retired Judge Harold Jude Brouillette and do hereby extend thoughts and wishes for peace in this time of sorrow and hopes for fond and lasting memories of a life well lived.
