HOUSE BILL NO. 1106

SCHOOLS:  Provides for the dropout and recovery program
1	AN ACT
2To enact R.S. 17:221.6(I)(5), relative to the Louisiana School Dropout Recovery Program;
3 to provide for definitions; to require certain school districts to offer the dropout
4 recovery program to certain eligible students; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:221.6(I)(5) is hereby enacted to read as follows:
7 ยง221.6.  Louisiana School Dropout Recovery Program

9	I.  For purposes of this Section:

11	(5)  "Dropout factory" means a school from which, for three consecutive
12 years, less than sixty percent of each entering ninth grade class graduates after four
13 years.  The school district shall offer the dropout recovery program provided for by
14 this Section to eligible students at any such school.

Present law authorizes school districts and charter schools that provide instruction to high
school students to offer a dropout recovery program for eligible students.  Provides that the
State Board of Elementary and Secondary Education's prescribed standards and achievement
testing requirements apply to dropout recovery programs.  Requires that dropout recovery
programs make available appropriate and sufficient supports for students, including tutoring
and career and college counseling, comply with federal and state laws governing students
with disabilities, and meet state requirements for high school graduation.  Requires each
student enrolled in a dropout recovery program to have an individual graduation plan
developed by the student's assigned academic coach.  Specifies certain elements to be
included in the plan.
Present law provides for definitions relative to high school dropout recovery.  Proposed law
defines "dropout factory" as a school from which, for three consecutive years, less than 60%
of each entering ninth grade class graduates after four years.  Also requires the school district
to offer the dropout recovery program provided for by present law to eligible students at any
such school.  Otherwise retains present law.
