Be it resolved by the Legislature of Louisiana, two-thirds of the members 7elected to each house concurring, that there shall be submitted to the electors of the state of 8Louisiana, for their approval or rejection in the manner provided by law, a proposal to 9amend Article IV, Section 21(C) of the Constitution of Louisiana, to read as follows: 10 §21. This Paragraph shall not apply to safety 2 regulations pertaining to the operation of such utilities. 3 (2) The commission shall have no power to regulate any nonprofit water 4 utility cooperative or corporation wholly owned by water users where each user has 5 the voting right to elect the directors of the cooperation or corporation, except by the 6 approval of a majority of the owners voting in an election held for that purpose. 7 * * * 8 Section 1. Be it further resolved that the provisions of the amendment contained in 9this Joint Resolution shall become effective on January 1, 2017. 10 Section 2. Be it further resolved that this proposed amendment shall be submitted 11to the electors of the state of Louisiana at the statewide election to be held on November 8, 122016. 13 Section 3.
