HOUSE BILL NO. 199

HUNTING:  Provides for a feral hog management program at the Department of Wildlife
and Fisheries
1	AN ACT
2To amend and reenact R.S. 56:104(A)(1)(a) and to enact R.S. 56:10(B)(1)(h) and
3 104(A)(1)(c), relative to development of a feral hog management program in the
4 Department of Wildlife and Fisheries; to create the Feral Hog Management Account;
5 to provide for uses of the monies in the account; to increase the cost of a basic
6 hunting license; to dedicate the revenue from such increase to the feral hog
7 management program at the Department of Wildlife and Fisheries; and to provide
8 for related matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 56:104(A)(1)(a) is hereby amended and reenacted and R.S.
1156:10(B)(1)(h) and 104(A)(1)(c) are hereby enacted to read as follows:
12 §10.  Annual report to governor; estimate of proposed expenditures; particular funds;

15	B.(1)   Subject to the exception contained in Article VII, Section 9(A) of the
16 Constitution of Louisiana, all funds collected by the commission from every source
17 shall be paid into the state treasury and shall be credited to the Bond Security and
18 Redemption Fund.  Out of the funds remaining in the Bond Security and Redemption

1 Fund after a sufficient amount is allocated from that fund to pay all obligations
2 secured by the full faith and credit of the state which become due and payable within
3 any fiscal year, the treasurer shall, prior to placing such remaining funds in the state
4 general fund, conform to the following:

6	(h)  Pay annually into a special fund created in the state treasury and
7 designated as the Feral Hog Management Account an amount equal to two dollars
8 of each basic hunting license sold, and such other funds as are specifically
9 appropriated by the legislature.  The fund shall be used by the department only for
10 programs developed for the management of feral hogs in the state of Louisiana,
11 including public awareness programs relative to the actions that spread the incidence
12 of feral hogs in the state and as to actions that can be taken to manage the incidence
13 of the feral hogs.  The program shall incorporate hunter-based solutions based on
14 input from various stakeholder groups.

16 §104.  License fees; reciprocity; exceptions
17	A.  No license shall be issued under this Part unless there has been previously
18 paid a fee or fees as hereinafter set forth:
19	(1)(a)  Except as specified in Subsection B of this Section, a resident who is
20 sixteen years of age or older shall purchase and possess a basic hunting license for
21 a fee of fifteen seventeen dollars in order to hunt, take, possess, or transport wild
22 birds and quadrupeds on which open seasons are declared.  Special additional
23 licenses are required to hunt, take, possess, or transport deer, turkey, or migratory
24 waterfowl within the limits of the state.  In order to obtain these licenses, a resident
25 must meet residency requirements as specified in R.S. 56:8 (Bona fide resident) and
26 present either a Louisiana driver's license or a special identification card issued by
27 the Department of Public Safety and Corrections under the provisions of R.S.
28 40:1321.

1	(c)  An amount equal to two dollars of the sale of each basic hunting license
2 required by the provisions of this Paragraph shall be credited to the Feral Hog
3 Management Account in the Conservation Fund, R.S. 56:10(B)(1)(h).

Abstract:  Provides for a feral hog management program at the Dept. of Wildlife and
Fisheries and provides funding for such program through an increase in the cost of
a basic hunting license.
Proposed law creates the Feral Hog Management Account to be funded from $2 of the fee
required for a basic hunting license.  The monies in the account are to be used by the Dept.
of Wildlife and Fisheries for programs developed for the management of feral hogs in the
state of La., including public awareness programs relative to the activities that spread the
incidence of feral hogs in the state and activities that can help manage the incidence of the
feral hogs.  Requires incorporation of hunter-based solutions based on input from
stakeholder groups.
Present law requires a basic hunting license in order to hunt, take, possess, or transport wild
birds and quadrupeds.  Requires a fee of $15 for the basic hunting license.
Proposed law increases the basic hunting license fee from $15 to $17 and dedicates the
equivalent of $2 to the Feral Hog Management Account.
