PROPERTY/PUBLIC: Authorizes the sale of certain property in Rapides Parish
1 AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Rapides Parish; to provide for the property description;
4 to provide for reservation of mineral rights; to provide terms and conditions; to
5 provide an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. The secretary of the Department of Health and Hospitals and the
8commissioner of administration, notwithstanding any other provision of law to the contrary,
9are hereby authorized and empowered to convey, transfer, assign, lease or deliver any
10interest, excluding mineral rights, the state may have to all or any portion of the following
11described parcel of property to the Diocese of Alexandria, a nonprofit corporation:
12 A certain tract of land owned by the State of Louisiana and/or the State
13 Hospital Board described as follows:
14 Beginning at point on the north or lest descending bank of Big Bayou Canal, the
15 same being in Section 19, Township 4 North, Range 2 West, Southwestern Land
16 District, thence North 27 degrees 35 minutes East a distance of 22.40 chains to a 1
17 inch iron pipe in the South right-of-way line of State Highway No. 20, thence South
18 65 degrees East a distance of 5.12 chains along the said right-of-way line to a point
19 on the line between Section 19 and 20, thence along the right-of-way line and the
20 section line South 25 degrees West a distance of 0.30 chains to a point, thence South
21 65 degrees East 12.07 chains along the South right-of-way line of State Highway No.
22 20 to a point being in Section 20, Township 4 North, Range 2 West, Southwestern
23 Land District, thence South 29 degrees 30 minutes a distance of 21.27 chains to a
24 point, thence North 75 degrees West 9.95 chains to a point on the North or left
25 descending bank of Big Bayou Canal, thence along the North or left bank of the
26 canal North 42 degrees 15 minutes West a distance of 2.52 chains to a point, thence
27 North 65 degrees 10 minutes West along the canal a distance of 4.43 chains to the
28 point of beginning; said tract containing 37.39 superficial acres lying partly in
29 Section 19 and partly in Section 20, Township 4 North, Range 2 West, Southwestern
30 Land District, Rapides Parish, Louisiana.

1 Section 2. The secretary of the Department of Health and Hospitals and the
2commissioner of administration are hereby authorized to enter into such agreements,
3covenants, conditions, and stipulations and to execute such documents as necessary to
4properly effectuate any conveyance, transfer, assignment, lease or delivery of title, excluding
5mineral rights, to the property described in Section 1 of this Act, and as more specifically
6described in any such agreements entered into and documents executed by and between the
7secretary of the Department of Health and Hospitals and the commissioner of administration
8and the Diocese of Alexandria, in exchange of consideration proportionate to the appraised
9value of the property.
10 Section 3. This Act shall become effective upon signature by the governor or, if not
11signed by the governor, upon expiration of the time for bills to become law without signature
12by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
13vetoed by the governor and subsequently approved by the legislature, this Act shall become
14effective on the day following such approval.
