SECONDHAND DEALERS: Removes the waiting period imposed on the sales of certain
metals
1 AN ACT
2To amend and reenact R.S. 37:1973(A)(1)(introductory paragraph), relative to scrap metal
3 recyclers; to regulate payments for certain air conditioning coils; and to provide for
4 related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 37:1973(A)(1)(introductory paragraph) is hereby amended and
7reenacted to read as follows:
8 ยง1973. Payment by loadable payment card or check for copper, aluminum-copper
9 air conditioning coils, or other metals required; check cashing prohibited
10 A.(1) An operator shall not enter into any cash transactions in payment for
11 the purchase of copper or aluminum-copper air conditioning coils. After five
12 business days from the date of the transaction, payment Payment for copper or
13 aluminum-copper air conditioning coils shall be made in the form of a check made
14 payable to the name and address of the seller of the copper or aluminum-copper air
15 conditioning coils, or a loadable payment card and shall be tendered to the seller in

Abstract: Removes the five-day waiting period imposed on sales of copper or aluminum-
copper air conditioning coils.
Present law regulates payments made relative to transactions for the purchase of copper or
aluminum-copper air conditioning coils. Further, present law imposes a five-day waiting
period as a restriction on sales of copper or aluminum-copper air conditioning coils.
Proposed law removes the five-day waiting period imposed on sales of copper or
aluminum-copper air conditioning coils but other wise retains present law.
