HOUSE BILL NO. 369

REAPPORTIONMENT:  Requires the submission of redistricting plans in a specified
format to the secretary of state
1	AN ACT
2To enact Chapter 13-C of Title 18 of the Louisiana Revised Statutes of 1950, to be
3 comprised of R.S. 18:1945, relative to redistricting plans; to require the submission
4 of redistricting plans in a specified format to the secretary of state; and to provide for
5 related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  Chapter 13-C of Title 18 of the Louisiana Revised Statutes of 1950,
8comprised of R.S.18:1945, is hereby enacted to read as follows:
9	CHAPTER 13-C.  REDISTRICTING PLAN SUBMISSIONS
10 ยง1945.  Submission of redistricting plans to the secretary of state; required format
11	A.(1)  If a local governing body utilizes a geographic information system to
12 develop its redistricting plan, the local governing body shall submit an electronic
13 shapefile which reflects its redistricting plan to the secretary of state within ten
14 business days of its adoption of the redistricting plan.
15	(2)  If a local governing body is unable to submit an electronic shapefile, the
16 local governing body shall submit an ASCII, comma delimited block equivalency
17 import file which indicates the census block assignments in accordance with its
18 redistricting plan to the secretary of state within ten business days of its adoption of
19 the redistricting plan.

1	(3)  For the purposes of this Subsection, "local governing body" shall include
2 each parish governing authority, municipal governing authority, and school board.
3	B.  The legislature shall submit an electronic shapefile which reflects a 
4 redistricting plan enacted by law to the secretary of state within thirty business days
5 of enactment of the law by the legislature.
6 Section 2.  The Legislature of Louisiana and each local governing body shall  to the
7extent practicable transmit to the secretary of state in the manner prescribed by this Act each
8redistricting plan which is still in effect on the effective date of this Act no later than January
91, 2017.

Abstract:  Requires each local governing body to submit an electronic shapefile (or if not
possible, a comma delimited block equivalency import file) reflecting its redistricting
plan to the secretary of state within 10 days and requires the legislature to submit an
electronic shapefile which reflects a redistricting plan enacted by law to the secretary
of state within 30 business days of enactment.
Proposed law requires a local governing body that utilizes a geographic information system
to develop its redistricting plan to submit an electronic shapefile which reflects its
redistricting plan to the secretary of state within 10 business days of its adoption.  If a local
governing body is unable to submit an electronic shapefile, requires the local governing body
to submit an ASCII, comma delimited block equivalency import file which indicates the
census block assignments in accordance with its redistricting plan to the secretary of state
within 10 business days of its adoption.  Provides that  "local governing body" includes each 
parish governing authority, municipal governing authority, and school board.
Proposed law further requires the legislature to submit an electronic shapefile which reflects
a redistricting plan enacted by law to the secretary of state within 30 business days of 
enactment by the legislature.
Further provides that the legislature and each local governing body shall  to the extent
practicable transmit to the secretary of state in the manner prescribed by proposed law each
redistricting plan which is still in effect on the effective date of proposed law no later than
Jan. 1, 2017.
