ENROLLED ACT No. 277 2016 Regular Session HOUSE BILL NO. 465 BY REPRESENTATIVE BISHOP 1 AN ACT 2 To enact R.S. 30:21(B)(1)(e) and to repeal R.S. 30:21(B)(1)(d)(xiv), (xvi), (xviii), (xx), and 3 (xxi), relative to fees collected by the commissioner of conservation; to provide for 4 fees for activities regulated by the office of conservation; and to provide for related 5 matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 30:21(B)(1)(e) is hereby enacted to read as follows: 8 ยง21. Fees and charges of the commissioner of conservation; revisions; exceptions; 9 collections; Oil and Gas Regulatory Fund; creation; amounts; requirements 10 * * * 11 B.(1) 12 * * * 13 (e) For the purposes of this Paragraph, exploration and production waste 14 shall not include produced brine, produced water, or salvageable hydrocarbons 15 bound for permitted salvage oil operators. There shall be a monthly fee payable to 16 the office of conservation of two cents per barrel of exploration and production waste 17 delivered, as reported on a form prescribed by the department to collect commercial 18 facilities monthly report of waste receipts, from the original generator of the waste 19 to the following facilities: 20 (i) Office of conservation permitted off-site commercial facilities. 21 (ii) Transfer stations permitted by the office of conservation for waste 22 transfer to out-of-state treatment or disposal facilities. R.S. 30:21(B)(1)(d)(xiv), (xvi), (xviii), (xx), and (xxi) are hereby repealed 6 in their entirety.
