Abstract:  Increases the fee for a college or university special prestige license plate and provides for
certain other conditions.
Present law provides that upon request by any public college or university in Louisiana the
commissioner of motor vehicles is required to establish a special prestige license plate for that
college or university.  Provides relative to the design and color of the plates.
Proposed law retains present law.
Present law provides that an annual royalty fee of $26 for the use of the institution's design by the
department is to be paid to the institution for each license plate issued as provided in present law.
Proposed law increases the fee from $26 to $51.
Proposed law removes language stating that the fee is for the use of the institution's design and
removes language providing that such fee is a royalty fee.
Proposed law specifies that the amount from each plate that goes to the college or university is
deemed to be a charitable donation to that institution by the applicant and specifies that the
application for the plate constitutes prior written consent and instruction by the applicant to the
department to provide his name, address, and birth date to the university designated by the applicant. 
Requires the secretary to ensure that the application for the plate includes a statement granting such
consent.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation, Highways and
Public Works to the original bill:
1. Removes proposed law which would specify that an applicant may request a personalized
plate to be issued at no additional cost to the applicant.
2. Removes present law which provides that a royalty fee is to be paid to each institution
for the use of the university's or college's design and removes references to such royalty fee.
